Incident involving Wanganui Community Patroller


I was biking around the bridges minding my own business and I came across the above illegally parked ute so I thought I’d give the driver a hurry up. I tapped on the window and advised the driver that he was parked on the cycle crossing and a motorway. Instead of admitting fault, the old coot (a retired cop by the sound of him) started to finger-point and bullshit me about him waiting for an important phone call. Then when I stood my ground he picked up his police-issued ID card from his console and proceeded to falsely claim that he was “the police”. As soon as he’d done it he realized that he’d fucked up and drove off.

Thank you for your response Mr van der Lubbe
I have spoken to the person who was in the ute and warned him regarding the parking offence. My reason for this was that he was there for a short time, moved away promptly and while the tray of his ute was on the cycle way there was room behind that for a bicycle to enter the bridge. The exit point for cycles and pedestrians appears to be further along the way indicating that he was not impeding your exit. He was however parked illegally hence the warning.
In terms of the use of the laminated card, he never identifies himself as a police officer when you enquire what the card is. When you ask if it is Fire he says no police. I have spoken to him about this and he acknowledges that it was poor judgement to show the card which was given to some members of community patrol as an exemption from parking fees in the CBD when carrying out their Community Patrol duties. He does then say words to the effect of “If I have blocked your path I’m sorry” it is difficult to make out the exact audio and then the first video ends and the second video starts. If there is further information to say that he has impersonated a police officer in this period I would be happy to view it.
While he has displayed poor judgement which he takes full responsibility, he has not in my opinion fulfilled the ingredients of impersonating a police officer beyond reasonable doubt and I do not believe that there is sufficient evidence to prosecute so the matter will be taken no further. I have recovered the card from him and I am in the process of recalling any others that may be out there. (My enfasis)
As Community Patrol is separate from Police I can not help you with the question you ask about whether he has been stood down.
I am happy to discuss by phone anything in this email or receive any further video footage from you.

“When you ask if it is Fire he says no police” while showing me the card is clear evidence that the old coot impersonated a police officer and that Forlong is obstructing justice by denying the indelibly obvious. Recalling the police identity cards, nation wide probably, removes any vestige of doubt, as to whether the old coot’s behaviour was an actionable offence..

A private prosecution of Inspector Neil Forlong for obstruction of justice is in order I’m thinking.
